ACU Speed Bug

I didn't first notice this bug and I forget who did, so whatever. But it wasn't me.
However, since becoming aware of it, I see it in a lot of games. If affects aeon and cybran ACUs. Aeon has +25% speed upgrade and Cybran has +50%.
In my tests, the bug is really easy to replicate. Just construct a structure. In my tests, I used the Aeon ACU to construct a pgen. The bug only seemed to take effect if I allowed the ACU to complete the structure. Ordering the ACU to abandon a half-built pgen seemed to retain the speed bonus.
25% isn't much of a buff, so to eliminate the limitations of human perception, I always raced the ACU against an engineer. Before the ugprade, the ACU is clearly slower. After, the ACU is clearly faster (2.8 without buff 3.5 with buff, engineer is 3.0).
It is widely know that the Cybran ACU can get re-buffed after using jump jets. Aeon teleport does not give the aeon ACU the buff back. Only escape podding + rebuilding the ACU can get the buff back.

I fixed a lot of stuff in them, and it has become better since. Lots of number crunching HAS been done, I have a few excel files on this. Please dont say im doing it wrong if you didnt play it.
